Vessels engaged in following 6 types of activities are considered to be vessel Restricted in their ability to maneuver or RAM vessels -

(a) laying, servicing or picking up a navigation mark, submarine cable, or pipeline;
(b) dredging, surveying or underwater operations;
(c) replenishment or transferring persons, provisions or cargo while under way;
(d) the launching or recovery of aircraft;
(e) mine clearance operations;
(f) a towing operation such as severely restricts the towing vessel and her tow in their ability to deviate from their course.
